Ghana is not listed in the countries when registering PayPal due to certain reasons. But you can create an account using Togo as your country. Then you get any valid phone number, city and postal code from Togo. They are not really necessary. What is necessary is your own email address. After creating, you can always login and make transactions using your email and the password you chose during registration.
